You are throwing two totally different things into one question. The rebellion against Gaddafi happened during the Arab Spring. But the CIA didn't bring down the tyrant, it was the US Navy and US Air Force, with help from British, French, Canadian, and other NATO armed forces. They launched thousands of air-strikes and hundreds of cruise missiles against pro-government forces, who were basically defenseless against modern warplanes. The US only lost a spy-drone. It was like a rain of death, and no one has even tried to guess how many Libyan troops were killed. So not CIA chicanery, just thousands of in your face air attacks including by B-2 bombers flying from Missouri, courtesy of the Nobel Peace Prize winner.
