They rule their vessels or station, and the ships could certainly destroy a planet, with absolute authority. No one rules a group of people or controls weapons like they do on Earth today. The billionaires are just businessmen, and no soldier has the power or authority that the Federation ship's captain has outside of a dictatorship. How often do you see people vote or sue each other on Startrek? Violence happens constantly.
