When the pandemic started in 2020, no one knew if the contagion could be spread by water fountains, so they were unversially shut off everywhere and I would be willing to wager that many of them are still not functioning. Fortunately there were pallets of bottled water sitting around so staying hydrated wasn't an issue. I bet that in Ukraine where infrastructure is churned up by artillery fire that plastic bottles of potable water are a popular item. Any time there is an emergency of almost any kind, plastic bottles of water are among the first item of relief supplies to be delivered to the scene because no one can live without water. It's not a big deal to obtain them because they are all over the place. It's easy to tut-tut something until you really need it.
