What is this moving people and infrastructure stuff? People in the USA are quite capable of moving themselves when they feel like moving. Most of the infrastucture pertaining to ports and other coastal facilities is privately owned. When the companies operating it think it's time to go, they'll go. This isn't the PRC where people can be swept around like dust bunnies with a broom. Once homeowners and industry on the coast can't get insurance or basic services anymore, they'll have to move. In the meantime they're still building stuff. People I know that live on the shore have no intention of moving away from the beach.
