LBJ needed the Gulf of Tonkin Resolution to get things “cocked up” in Vietnam, since it gave him the power to send substantial ground forces there. In history, the order that things happen is more important than analyzing whether people are doing good things or bad things, since it is the bare bones that everything else hangs on.
