“We only got a Civil Rights Bill because President Lyndon B. Johnson cocked up Vietnam so bad.”

The Civil Rights Act of 1964 was enacted on July 2, 1964, and the Gulf of Tonkin Resolution was enacted on August 10,1964. LBJ needed the Gulf of Tonkin Resolution to get things “cocked up” in Vietnam, since it gave him the power to send substantial ground forces there. In history, the order that things happen is more important than analyzing whether people are doing good things or bad things, since it is the bare bones that everything else hangs on.
