World leaders will live comfortably, dare I say lavishly, no matter what is done to the people they lead to make them produce less carbon or whatever is supposed to fight AGW, and I think most people know that. Leaders will have to face their people and tell them that they can't drive a car, and then get in an SUV or limo and drive to their jet. That might not do much for their image, and it's important even for dictators to have a substantial number of the people they rule on their side. It's just easier to let the people do what they want to do in that regard, which is to enjoy every single comfort and convenience available to modern man. No one, and I mean no one wants to have their standard of living reduced for any reason.
