Things that Americans do collectively that do not involve the government or their job:
-Credentialed professional associations from surgeon to bricklayer.
-Labor unions.
-High school, college, and professional sports fandom.
-Music fandom.
-Comicon style fandom.
-Furries.
-Sports and hobby participation.
-Chamber of commerce.
-Party politics.
-Civic organizations and charities.
-Religion.
-HOA and neighborhood associations.
-People associating based on their sexuality.
Most of the time that an adult citizen engages with a government employee it's a cop and that sucks, so that really isn't a collective interaction. In any case, there isn't a whole lot of collective mindset when you lay out what groups of people really care about.
