There has been major reforestation on the East Coast of the USA simply due to fossil fuels replacing wood as a source of heat and energy in the late 19th Century. Anyone who has casually looked out the window of an airplane flying over the region can see it. Maine has almost a 90% forest cover, New York's is 63%, Pennslvania's is 58%, Virginia is 63%, in fact half of all US states and territiries have at or near 50% forest cover.

The best way to protect forest, wetland, or any other environmentally sensitive non-developed area in the USA is through the Nature Conservancy which has protected 119,000,000 acres since its founding in 1951. There is nothing complicated about it and no government action is required. You can see where all the money is going. The land is simply purchased or bequeathed, and then is left alone.

To replace fossil fuels, tried and tested nuclear power will replace 100% of all coal and gas power plants, and will produce zero carbon emissions. If that is not a part of the program , then the objective isn't to just improve the environment or stop carbon emissions. There is another agenda as well.
