There are over 600 community gardens in New York City, including a remarkable urban teaching farm on Governer’s Island.

I’m not knowledgable about the law in NYC, but citizens doing gardening on public property is pretty common everywhere I’ve lived. I have a city owned community garden with water close to me. You just have to ask.
