There are 53,000 farms in Pennsylvania over an area of over 7,000,000 acres. The Pennsylvania Farm Show every January in Harriburg attracts over a 1/2 million people, has over 13,000 competitive events, and displays new and old farming technology. The PA Dept. of Agriculture organizes the show, and they have a budget of 184 million dollars for 2023. There are seven regional extension offices in the state. So the Commonwealth is very involved in agriculture in PA. Penn State was originally the Agricultural College of Pennsylvania, they still have 17 majors in ag, their own 67 cooperative extension offices, and are considered one of the leading ag research institutions in the country.
I can't say that I have ever met a farmer who wanted to work for the government. How do you recruit people to farm if they aren't going to make a profit? If a program requires a different kind of person than those that exist, it will fail.
Edit: What you are prescribing produced the author’s writing, as opposed to organic farming career.
