"Then, the Montreal Protocol was signed in 1987, banning CFCs. The rest is history. The ozone hole is no longer expanding."

Right. Except that CFC refrigerants were replaced by Hydroflourocarbon refrigerants, which are extremely powerful greenhouse gases, and now a replacement is being sought for HFCs. This is a good example to follow in the climate change fight though, because Dupont chemists solved the problem and no one lost airconditioning or refrigeration, they just had to replace the refrigerant or buy a new unit. Any solution that requires technology that people have come to rely on like climate control, personal automobiles, or aviation to be cut back or banned is a non-starter.
