The subway tunnel is below the water table on an island (Manhattan) and peninsulas (Bronx, Queens, Brooklyn), and when it rains, water has a tendency to go down, so they have always had to pump water out. Everyone is so worried about the city going under water that they are building all of those crazy thin skyscrapers to stay far above the sea.
