The laws applying to any citizen's qualifications to run for President or any other elected Federal office are clearly stated in the US Constitution. It has to change if the qualifications are to change.

Incidentally, the Soviets managed to tie politics and psychiatry neatly together, so that one could help the other. It made it easier to lock up dissidents, as they were "crazy".
