The Egyptian sailors who are now in the custody of the Greek authorities and the other unknown people in Egypt, Libya and Pakistan who facilitated trafficking are the ones responsible for this calamity. The mostly Pakistani and Egyptian immigrants took a terrible risk with sketchy people, and it ended up being a fatal error for most of them. Did you see a photograph of the packed trawler, which was not a passenger vessel? People could have stopped getting on at any time.

How do you know that the Greek authorities didn't do their utmost with the resources at their disposal to save as many people as possible? You're such an expert at rescuing people on the open ocean that you're judging their response? They contacted the vessel and the crew told them that everything was fine, because being involved in a crime, why wouldn't they? If the boat was siezed and the immigrants were caught by the Grek CG before it sank, the passengers would have been placed in a detention camp, and then sent back home after spending their life savings on the trip. No one in Greece wants the immigrants brought ashore in their country by the way.

The coast guard opertion was not only a dangerous and disturbing job, but one which is obviously utterly thankless. Incidentally, 104 of the survivors were rescued by luxury yacht the Mayan Queen which happened to be nearby. At least the rich have their sh-t together, right?
