The child mortality rate in the developed world dropped because of hundreds of factors, most of which were not under the control of government. How would child mortality in the EU be if they didn't have electrification or modern plumbing and drainage? What would the rate be if the food supply was insuffient and unreliable? It would be like Somalia. Virtually all of the medicines and technology that allow sick babies to survive was developed in the private sector. The government didn't invent disposable diapers either. Government "policies" can't fix everything.
