Taking a video or photo of anyone without their okay is sketchy behavior except in a really serious situation. Let's say one stranger is slapping another in public and you get some video of it. Now what do you do? Unless the person getting slapped calls the police and presses charges, and the cops appear while you are still there, the video is useless...assuming you don't put it up on Facebook to get viral views of someone getting the shit beat out of them for entertainment sake. People do that.
Years ago I was in Ocho Rios, Jamaica and saw another tourist take a candid photo of a colorful looking Rastafarian. But someone else nearby pointed out the tourist, and the Rasta silently walked over to them, took the fancy Nikon camera out of their hands, smashed it on the ground, and walked away. No matter what the law was, I feel like the Rasta was well within his rights, since the tourist was essentially stealing his image.
None of us have a right to inject ourselves into a stranger's life unless they are unconscious, or they have answered the question "Can I help you?" in the affirmative. Contrary to what some knuckleheads on here are saying, if you are really worried you call the cops, since that's why we have them.
