"Suppose any artist plans on immersing themselves in a culture and displaying its beauty in their art. In that case, they should also take on the responsibility of helping solve issues that are faced in the area where the culture originated and is regularly practised."

That sounds like a terrible idea. Most issues have one group of people on one side and another group of people on the other. Beyonce' shouldn't be picking sides or weighing in with her opinion in countries where she doesn't understand the problems because she doesn't live there, speak the languages, or know more about African problems than any other random person who isn't from Africa. She's an entertainer, not a PhD in economic development. The idea that she knows better than Africans about anything that happens on the continent is insulting.

If what you mean is that she should just start giving away a lot of her sizable fortune to Africans because she owes it to them for some reason, just say that.
