I used to visit the pedestrian mall in Charlottesville VA that is quite successful, but the land around C'ville is richy-rich horse country and UVA parents usually have money too. A community of around 100,000 affluent people is the sweet spot that makes this work. In Pittsburgh where I live, closing the streets in East Liberty turned it into a dangerous ghost town. It has reverted to streets and parking, and is coming back again.
