Mexico doesn't occupy that territory anymore. Russia doesn't have a legal claim to any of Ukraine, yet they have troops occupying 20% of the country. It's not remotely the same situation. How many human lives is it worth to put the border back where it was? For Mexico the answer to that is zero, since they have never tried it. Ukraine is going to have to figure that out.
