The situation didn't devolve into that, since the Pashtun warriors have been that way for hundreds and hundreds of years. We tried to change a traditional culture, and they refused to change. How would electrification, women's rights, schools, Western values, and modern commerce have helped those warlords in any way? They are not equipped or inclined to lead a society with those elements,so they fought it, and defeated it. Being termed "a warrior' in their culture is not an honorary title.
