You also might want to note that these state inpatient facilities were essentially horrible snake pits where people who were absolutely no danger to society were LOCKED UP against their will. That's why the ACLU was heavily involved in deinstitutionalization, although that always seems to be forgotten because Reagan is such an easy target. The homeless may not be nice to look at, but I don't want to see them LOCKED UP in a psych hospital unless they pose a threat to the community. I bet that most of them would concur with me.
