If St. George is drawing retirees, then it also has to draw the people who provide the many services to them that they require and desire. Limiting growth through fees and taxes means limiting the influx of people to the wealthy, and that can't work in St. George anymore than Las Vegas limiting people who will work in the hospitality industry would.
