If someone doesn't have sufficient health insurance through their workplace or the VA, Medicare and Medicaid provides preventitive health care which is ultimately much cheaper than someone having to be rushed to the hospital because they didn't get a check-up. People have to apply for it. If working folks are insured and and have high deductibles, they will have to pay them just like they will have to pay a bill to anyone else that provides them with a needed service.

But like I said, doctors basically run the whole system since they have to approve every procedure, treatment, and medication, and they also create and enforce the medical standards, and the med schools. If the present system wasn't working out for them, we wouldn't have it.
