I was a high school teacher and we had a peer mediation program, and even that had its limits. The kids had to engage with it voluntarily. Some elements of a person’s life are too personal for a government institution to have their hands in. Trying to add a program like that would cause a firestorm from the parents. Let the schools do a good job of what they were set up to do first before we start adding anything else.
