I usually have to be at work before sunup, and am a bicycle commuter and pass women and men running in the dark in my city virtually every day, regardless of the weather. They run past people waiting for the bus, trucks being unloaded, and a lot of people walking their dogs. Traffic is very light that early and you can see a vehicle coming blocks away, so it is actually safer to run than later when the traffic picks up.
