I think a lot of people went to that meeting thinking that they had some kind of say in the matter, when in reality they were just being read the new rules, and being introduced to the person who would be siezing their riffle boxes, traps, motor vehicles, horses, and other gear if they found them on the easement. When you turn land over to the Nature Conservancy, it's their rules.
