I saw a report on the BBC earlier this morning that said that crossing the border from Turkey to Syria was going from a hive of activity with lots of equipment and rescuers and supplies for the survivors, to people just running away from the ruins in Syria. In Turkey there are experts from many countries searching for survivors with trained dogs, and in Syria there is a belief among survivors that anyone trapped in the rubble is already dead, and they can't do anything anyway.

Syria has a powerful ally that even has military installations in Syria, with an incredible airlift capability and the world's 3rd largest navy, but they are tied up doing something else right now.
