I noticed that all of the criminals mentioned in the article acted as individuals in their crimes. I think that one of the benefits of law enforcement is that is keeps multiple people from acting in concert to commit crimes. Without law enforcement, what would stop a criminal gang from stealing a sizable building, turning it into a fortress, and just start ruling a part of town while victimizing it residents at will? It would be like Somalia, where you were subjected to the laws and whims of whatever clan whose territory you happened to be in. Like those clans in Somalia, feuds would be never ending since there would be no way to legally way address grievances against another person. If someone sued you, you could just ignore them, at least until they came after you with their armed posse.
