I live in a city, and regulary see obviously poor and possibly low intelligence mothers cursing their children with f-bombs and physically mistreating them downtown. Their lives are already so hard that having me, a complete stranger, tell them to change their behavior on the street isn't going to help them or their children anyway, and in fact is just another negative, humiliating thing they have to deal with. The best we can do is to focus on the people we have relationships with.
