Historically my example is correct for a single party socialist/communist state 100% of the time. USSR, it’s sattelite states in Europe, PRC, North Korea, Vietnam, Cuba, Baathist states, the Derg, Laos, Zimbabwe, all of them, are places where the police are a very big deal. And governmemt bureaucrats because they are running everything.
Your example is one that I have encountered multiple times in my life because I’ve lived in college towns. You have the order mixed up there because #1 we will have a neighborly conversation about the issue, and at that meeting some limits will be set as in “If you do A, I shall do B.”, and B includes cops and landlords. #2 The cops and landlords will be summoned immediately if A happens. Without B that party rolls on and on, in real life.
