Do you know why people who are sent to prison often continue on their life of crime when they get out? When they were in prison, they lived and spent all their time with other criminals. Do you know why people committed to a psychiatric hospitals usually don't improve very much in the facility? Other than the staff, they're only around other sick people. They're living in the same room with someone that is insane eough to be locked up, and that's not therapeutic. Rehab fails the vast majority of the time because the alcoholics and addicts are recieving their treatment and living with drunks and dope fiends. So if poor people only live, study, work, and socialize with other poor people, they are not getting out of poverty no matter what kind largess they experience from the government. One thing about both poverty stricken urban and rural communities is that everyone knows everyone else because no one ever moves away, and no one new wants to move near them until the gentrification begins. The only way someone can get out of generational poverty is to utterly escape from the previous and future genrations of the poor. They physically have to get away from them.
