Bhutan, which only has a population of 750 thousand people, may have a standard of Gross National Happiness, but they also have Buddhism as an official religion and an official behavioral system called Driglam Namzha which includes a rigid dress code which went into effect in 1989. The one enthnic minority in the country, the Nepali speaking and Hindu Lhotshampa, resented the policy so the Bhutanese drove them out of the country. So the policy there would seem to be something like “Be happy or leave”.
