All of this building and tearing things down isn't magic. People actually have to come up with the money and material, and do the work. That's what Robert Moses was good at. None of the public housing, hundreds of playgrounds, or millions of acres of parkland that were built by Robert Moses are racist, they just are. Same with the highways. If people need to get together, it's easier to move them around than a six lane elevated divided highway, which is incidentally not going to be torn down because some folks feel like an inanimate object built by long dead people is oppressing them.
