Aline, Thanks for your response. We don’t think collectively, and people are very reluctant to change things that happen to be working well for them. The Bhutanese decided that they were going to codify what was working out well for the majority of people in the country, and they did it in spite of the minority of people in Bhutan. Many of the Lhotshampa driven away from Bhutan ended up in the USA, and there is a community of about 6,000 in my city. They are happier here, so no one size fits all.
