After the late 1920s homosexuality was criminalized in the Soviet Union and gay people were rounded up and sent to the Gulag. It remained illegal through all of the periods of communist leadership from Stalin on. Gay party luminaries like genius film maker Sergei Eisenstein had show marriages. It was the only way the government would let him work. Homosexuality was a subject that essentially couldn't be discussed, and it has stayed that way in Russia until today. Of course Vladimir Putin was a committed, fully indoctrinated Communist Party member who could and did read Marx and Engels in the original German. He is just maintaining the same policy.
But yes, family has to be eliminated and friendships forbidden if socialism is to work. People favor their friends and family or they are nothing to them. If you do a favor for a friend or something for a family member, you are not treating everyone equally. If you have some authority they will become beneficiaries of that. People will treat you differently if your brother is the regional commissar, or the friend of a someone that can steal food.
