A good article, but it doesn't mention the million or so citizens of the People's Republic of China who live in Africa and play a major part in the continent's economy. China is the largest trading partner with the resource rich continent. The PRC actually built the complex in Addis Ababa where the African Union meets. They deny that they are bugging the complex or are tapping into the computer servers. China has also become a major arms dealer to Africa, and has it's first overseas military base in Djibouti.
Unlike former colonists like the French and British who ended slavery and wanted to turn the Africans into Christians and literate Europeans, the Chinese are primarily focused on extracting resources and conducting business. They are essentially leaving the culture alone except as it benefits them.
